Claims under subsections (a), (b), or (c) of section 4132 are allowed only when the property was owned by a U.S. national on the date it was lost, damaged, or destroyed, and the claim was owned by a U.S. national continuously from that date until it was filed with the Commission under this subchapter. If a person lost U.S. citizenship only because they married a foreign national but got their citizenship back before October 22, 1962, and would otherwise have been a U.S. national for the whole period from the date of loss to filing, they are treated as if they had been a U.S. national for that entire time.
