Deny any section 4132 claim that comes from owning part of a corporation, association, or other entity that was a U.S. national when the loss happened. Allow a direct-ownership claim (subject to other rules in this subchapter) if the entity was not a U.S. national at the time of the loss. Allow an indirect-ownership claim only if at least 25% of the whole entity was owned by U.S. nationals when the loss occurred. If a claim under the allowed rules is paid, the award is based on the entity’s total loss and the claimant gets the share that matches their ownership percentage.
