Creates a nine-member Board of Directors to manage payments from the Civil Liberties Public Education Fund. The Board must use the money for research and public education about the evacuation, relocation, and internment of U.S. citizens and permanent resident aliens of Japanese ancestry, and to publish and share the Commission’s hearings, findings, and recommendations. The Board may also pay its reasonable administrative costs. The President, with Senate approval, must appoint nine members who are not federal officers or employees. Members normally serve 3-year terms. At the start, five members get 3-year terms and four get 2-year terms. Appointments to fill vacancies last only for the rest of the term. Members may stay until their successors arrive and may not serve more than two terms in a row. Members do not get a salary but must be paid travel and other necessary expenses under section 5703 of title 5. Five members make a quorum, and the Board elects its Chair. The Board must hire a Director and any staff it needs and set their pay. Staff can be hired and paid outside usual federal hiring and pay rules, but no employee’s pay can exceed the minimum rate for GS–18 under section 5332(a). The Administrator of General Services must give reimbursable support services if asked. The Board may accept gifts. It must report to the President and Congress within 12 months after its first meeting and every 12 months after that. The Board ends 90 days after the Fund ends.
