During the present war, in addition to the usual facts required in ship manifests, the ship’s master or person in charge must, before the vessel leaves port, give the local customs collector a sworn statement that the cargo is not being shipped or delivered in violation of these rules. Cargo owners, shippers, or consignors must give a like sworn statement that also lists the names and addresses of the real consignees, or, if sent to a bank or agent, the persons for whose account the shipment is made. When the ship reaches a port where any cargo is unloaded, the master must give the American consular officer there a copy of the manifest and of those sworn statements.
