The United States Court of Federal Claims can hear and decide claims for money from the sale of property taken under vesting order number 33 for certificate numbers 104–121, 125, 126, 128–134, and 137–139. That right to sue applies even if time limits, past court rulings, or earlier releases would normally block the claim. Claims must be filed no later than two years after October 22, 1962. Copyrights that were held by the Alien Property Custodian or the Attorney General after December 17, 1941, and which were not already returned or otherwise disposed of, will be given back to the people entitled to them on the ninety-first day after October 22, 1962. This does not include copyrights covered by vesting orders 128, 13111, 14349, 17366, 17952, or the last motion picture listed in exhibit A of vesting order 11803. People who get the copyrights back take them subject to any existing licenses or assignments and the United States’ right to reproduce or show divested motion pictures. Rights from contracts made before vesting are also given back except for royalties or income already paid or owed to the Custodian or Attorney General, rights already returned, and rights covered by vesting orders 128, 13111, 14349, and 17366. The Attorney General keeps the right to sue for infringement that happened between the original vesting and the day the copyrights are given back.
