The President must give a strong preference to small businesses that act as subcontractors or suppliers when giving aid under this chapter. As much as possible, that preference must go to small businesses in areas of high unemployment or long-term economic decline identified by the Secretary of Labor. Funds under subchapter II may be used to guarantee buying or leasing advanced manufacturing equipment and related services. For those projects, the President must favor proposals from a small business supplier or subcontractor if the guaranteeing agency backs it, the business has arranged outside help to use the equipment, and it meets the requirements in sections 4531, 4532, or 4533.
