The President can ask a federal court to stop someone from breaking these rules or to make them follow the rules if the President thinks they have broken them or are about to. The court can issue temporary or permanent orders to stop the behavior or force compliance. The court does not have to require a bond (no money deposit) for those orders. Federal district courts and U.S. territorial courts can hear civil cases and enforcement actions under these rules. Criminal cases can be started where the illegal act happened. Civil cases can be filed where the act happened or where the person lives or does business. Legal papers and subpoenas can be served where the person lives, does business, or is found, and subpoenas can reach into other districts. Ending a rule does not cancel any case about acts that happened before the end. The United States cannot be charged court costs in these cases. The Attorney General oversees all litigation under these rules.
