Title 51 › Subtitle Subtitle II— - General Program and Policy Provisions › Chapter CHAPTER 201— - NATIONAL AERONAUTICS AND SPACE PROGRAM › Subchapter SUBCHAPTER III— - GENERAL ADMINISTRATIVE PROVISIONS › § 20140
The agency may be given whatever money is needed to carry out the chapter, except no funds can be used to buy or condemn land or to pay for any single capital item over $250,000 (for example, buying or building facilities). Money appropriated for building facilities or for research and development stays available until it is all spent. Construction funds may be used for emergency repairs to existing facilities if a major breakdown, accident, or similar event makes them unusable and the Administrator says the repairs are more urgent than new construction. Unless an earlier end date is set, the authority to appropriate money ends at the close of the third fiscal year following the fiscal year in which the authorization was enacted for any amounts not already actually appropriated.
