NASA can run contests that award cash prizes to spur new research, technology, and prototypes for space and aeronautics. The agency must pick topics after wide consultation and may use advisors. It should advertise contests widely and publish a Federal Register notice saying the topic, the rules, the prize amount, and how winners will be chosen. Examples of goals to consider include lunar power from space, ways to find and deflect near‑Earth objects, and better aviation safety and efficiency. To win, people or companies must register, follow the rules, be U.S. citizens or permanent residents (or U.S. companies based in the United States), and not be federal employees acting in their jobs. Participants accept the risk of injury or loss and must mostly waive claims against the government, except for willful wrongdoing, and must carry insurance or show financial responsibility set by NASA. Judges will include outsiders and must have no conflicts. NASA may hire a nonprofit to run a contest. Prizes can use federal or private funds. Money must follow the Anti‑Deficiency Act and stays available until spent, but can be reprogrammed only after 10 fiscal years. A prize cannot be announced until the funds are secured. A prize over $50,000,000 needs 30 days’ notice to the House Science and Technology Committee and the Senate Commerce, Science, and Transportation Committee. No contest may award more than $1,000,000 in cash prizes without the Administrator’s approval. Using NASA’s name or logo needs written permission. The government is not responsible for participants’ compliance with other federal laws like export controls.
