The Administration must start and run a research and monitoring program, working with other Federal agencies, to study the physics and chemistry of the upper atmosphere. It must do three things: include scientists and engineers from industry and colleges in planning and doing the work; provide funding and support (grants, contracts, scholarships, or other means) as much as the law allows; and give the results to the right regulatory agencies and share them as widely as possible.
