Before any money can be committed for a project expected to cost more than $250,000,000, the Administrator must get an independent life‑cycle cost analysis and send the results to Congress. When making the rules for how costs are counted and reported for this work, the Administrator must, as much as possible and allowed by law, ask outside experts for advice. Implementation means all work after preliminary design approval, such as final design, development, certification, launch, operations, disposal of assets, and, for technology programs, testing, analysis, and sharing the results.
