Defines two terms in one line each. Commercial provider: a private person or company that offers space transportation or other space-related services and is not controlled by a federal, state, local, or foreign government. State: the several States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and any other U.S. commonwealth, territory, or possession. Unless another law says otherwise, the Administrator must compare the Administration’s cost to do an activity (calculated using full cost accounting) with the price a commercial provider would charge for that same activity.
