When the Administrator needs to buy, lease, or expand a facility, they must first check whether an existing place can meet the need. They must consider abandoned or underused buildings, grounds, or facilities in depressed communities that can be converted at a reasonable cost (as the Administrator decides); military installations that are closed or closing; and U.S. properties held for another federal agency that that agency says are excess or underused. Depressed communities: rural or urban areas with older housing, more poverty, slow income growth, high unemployment, or extra available labor.
