Summary

The Administrator must give grants to colleges or groups of colleges to create Centers for Research on Aviation Training, working under cooperative agreements with the appropriate Administration Centers. The centers will study how new technology and procedures—especially changes in the aircraft cockpit and air traffic control—affect what pilots and air traffic controllers need to be taught. To apply, a college or consortium must send the information the Administrator requires, including at least a 5-year research plan. Grants last 5 years and can be renewed if the center meets its research-plan goals and any other conditions the Administrator sets.
