The Administrator must start a scholarship program for full-time graduate U.S. citizens who are enrolled in or accepted to accredited master’s programs in aeronautical engineering or similar fields. Each scholarship must pay room, board, tuition, and fees for up to 2 years. The Administrator must publish rules for the program no later than 180 days after December 30, 2005, and scholarship recipients must be offered paid summer work at an Administration Center that does aeronautics research the summer before their first year and, if applicable, between their first and second years.
