The Administrator may name any college a space grant college and may name any group or alliance of two or more organizations (not individuals) a space grant regional consortium. A college must run a balanced set of space-related research, education, training, and advising activities, follow the Administrator’s guidelines, and meet any other qualifications the Administrator requires. A consortium must be formed to share expertise, facilities, and other support for space-related research, education, training, and advising, use a regional approach working with local colleges and programs, follow the Administrator’s guidelines, and meet other required qualifications. The Administrator must create rules that list those qualifications and spell out the activities and duties of space grant colleges and consortia. For cause, and after a chance for a hearing, the Administrator may suspend or end any such designation.
