Creates a new trust fund in the U.S. Treasury with $15,000,000 moved from the Department of Housing and Urban Development—Independent Agencies Appropriations Act, 1989 (Public Law 100–404, 102 Stat. 1014). The Treasury must buy special-issue securities with the money and credit interest to the fund each quarter. That interest pays grants for improving science, space, and technology education. The Administrator, after talking with the National Science Foundation Director, must review grant applications and award funds by competition. Recipients must match grants with non‑Federal money. The trust must pay $250,000 each calendar quarter to the Challenger Center for Space Science Education. The Administrator must send Congress an annual report on the grants.
