Defines key words used in the chapter. Commercial provider is a person or company that offers reusable in-orbit space transport services or systems and is mainly controlled by people other than the U.S. federal government, a state or local government, or a foreign government. In-space transportation services are actions to move (or try to move) a payload from one orbit to another. In-space transportation system is the set of space and ground parts (vehicles, support systems, control centers, and equipment) needed for those services. In-space transportation vehicle is a vehicle built to operate in space, carry payloads between orbits, and be reused and refueled there. Secretary means the Secretary of Defense. United States commercial provider is a commercial provider formed under U.S. law that is more than 50 percent owned by U.S. nationals.
