Sets the meaning of key words used in the chapter. Agency — an executive agency as defined in 5 U.S.C. 105. Anchor tenancy — when the U.S. agrees to buy enough of a commercial space product or service to make a private business viable. Commercial — funded and run by private parties who bear the financial risk. Cost effective — costs no more than other options after comparing all direct and indirect costs (including Government labor and overhead and contractor charges) and how well each option meets mission needs, risk, reliability, schedule, and technical performance. Launch — to place or try to place a launch vehicle and any payload into suborbital flight, Earth orbit, or outer space. Launch services — work to prepare a launch vehicle and payload and to carry out the launch. Launch support facilities — site buildings and equipment used for vehicle assembly, operations, control, communications, safety, and payload handling. Launch vehicle — any vehicle built to carry a payload into suborbital flight or space, including its parts. Payload — the item being launched, including vehicle parts made or adapted for that item. Payload integration services — work to combine multiple payloads into one or to attach a payload to a launch vehicle. Space recovery support facilities — buildings and equipment used to recover items returned from space, including control, communications, safety, and payload processing. Space transportation infrastructure — the places, equipment, and property needed for launches and space recovery (like launch sites and recovery sites and their support facilities). State — the several States, the District of Columbia, Puerto Rico, American Samoa, the United States Virgin Islands, Guam, the Northern Mariana Islands, and any other U.S. commonwealth, territory, or possession. United States — the States taken together.
