The Secretary of Transportation decides how long a license issued or transferred under this law lasts. The Secretary can change a license on their own or if the license holder asks. The Secretary must change a license when a new rule made under section 50905(c) after the license was issued requires it. That requirement does not apply to permits. The Secretary can suspend or cancel a license if the license holder seriously breaks the rules or if doing so is needed to protect public health, safety, property, or a U.S. national security or foreign policy interest. The Secretary can also suspend a license after a launch or reentry that caused a serious or fatal injury (as defined in 49 CFR 830, as in effect on November 10, 2004) if more injuries are likely. Any suspension should be as short as possible and ends when the Secretary is satisfied the risk is fixed or the license is changed under subsection (b). Suspensions, changes, or cancellations start right away unless the Secretary says otherwise and stay in place during a review under section 50912. The Secretary must send the licensee written notice of any decision and action.
