Create a data policy for Landsat 7 that must make raw, unenhanced data available to anyone at the cost of providing it. The policy must ensure timely, reliable delivery to civilian, national security, commercial, and foreign users and to the National Satellite Land Remote Sensing Data Archive. The United States must keep ownership of the raw data. The policy must help the commercial market, keep value-added services private, and, as much as possible, work with the Earth Observing System Data and Information System. The policy may allow U.S. private companies to run ground stations in the United States, provide other direct access for the private sector to raw data, and let the U.S. Government charge per-image, license, or other fees to those running stations or distributing Landsat 7 data.
