The Secretary can control licenses and enforce the rules needed to carry out this law. The Secretary can grant, change, or transfer licenses. The Secretary can seek a court order to stop or suspend licensed work right away if a licensee seriously breaks the rules, national security, or international obligations. The Secretary can fine people up to $10,000 for each day a violation continues, and can reduce or settle those fines. The Secretary can issue subpoenas for documents and witnesses, seize items or records with a magistrate’s warrant and probable cause, and run investigations and take sworn statements. People affected by certain adverse actions about licensing, fines, subpoenas, or seizures (the items listed above) can ask for a review. They must be given a hearing and a decision on the record by the Secretary. The Secretary’s final decision can be reviewed by a court under chapter 7 of title 5.
