President must set up a land remote sensing technology demo program through U.S. agencies. It must seek to launch advanced system parts within 5 years after October 28, 1992, demonstrate advanced sensors then, and show a design costing less to buy and run than the Landsat system projected to operate through 2000 to attract private investment and control. The program should use U.S. intelligence technologies when suitable and declassifiable without harming national security, meet civilian, security, commercial, and foreign‑policy needs when practical, may accept private funds, and Landsat Program Management coordinates.
