Creates a commission of 15 people. The President appoints them and picks who will be Chair and who will be Vice Chair. The Senate majority and minority leaders and the House Speaker and minority leader each give the President a list of candidates, and the President may pick one person from each of those four lists. No federal officer, employee, or Member of Congress can serve. Members cannot have a current or pending contract with the Administration. The President must avoid appointing anyone with a current or past relationship with the Administrator that would be a conflict of interest. The President should, when possible, include people with experience on human-carrying spacecraft, investigation experience, and legal experience, and should seek diverse members. All members must be appointed no later than 30 days after the incident. The commission must meet and start work as soon as possible. After the first meeting, meetings happen when the Chair or a majority calls them. Eight members make a quorum. Vacancies do not stop the commission and must be filled the same way as the original appointments.
