States must provide help so older and disabled people can register and vote in federal elections. That includes big-print instructions posted at every permanent registration office and every polling place, and information available through telecommunications devices for deaf people. Disabled voters cannot be forced to get a notarization or a doctor’s note for an absentee ballot or its application. A doctor’s note is allowed only if state law needs it to prove someone can automatically receive an application or ballot on an ongoing basis, or to apply for an absentee ballot after the deadline. The state’s chief election officer must tell the public — especially older and disabled voters — about these aids, the help under section 10508, and how to vote absentee by the same time the state gives general public notice about registration and voting.
