The Presidential designee must create rules to collect marked absentee ballots from absent overseas uniformed services voters in regularly scheduled general Federal elections and get those ballots to the proper election officials. The rules must cover State absentee ballots and the Federal write-in absentee ballot under section 20303. The designee must make sure ballots are delivered in time to meet whatever deadline is required for the ballot to be counted. The designee will work with the United States Postal Service and provide expedited mail for ballots collected on or before the deadline and then handed to the USPS. The basic deadline is noon, local time, on the seventh day before the election unless the designee sets an earlier date for remote locations. Ballots and related materials travel postage-free under section 3406 of title 39 and must be postmarked with the mailing date. The designee must tell likely absent overseas uniformed services voters (see section 20310(5)(A)) about these rules. Funds may be appropriated as needed to carry out the rules.
