Sets aside $650,000,000 to pay for programs under this part. Half of that money (50 percent) must go to payments under section 20901 and half (50 percent) must go to payments under section 20902. Any payment a State gets under this part is available to the State with no fiscal year limit, subject to the exception in paragraph (c)(2)(B). If a State has an election fund under section 21004(b), the State must deposit these payments into that fund. Any amounts a State pays to the Administrator under section 20902(d)(1), and any of the $650,000,000 that were still unspent on September 1, 2003, will be transferred to the Election Assistance Commission. The Commission will use those transferred amounts to make required payments under subpart 1 of part D of subchapter II. In addition to the $650,000,000, the Administrator may receive whatever extra funds are needed to run the programs under this part.
