By January 31 each year (beginning in 2004), the Commission must send a report to the House Committee on House Administration and the Senate Committee on Rules and Administration about the fiscal year that ended September 30 of the previous calendar year. The report must describe its programs and grants; include required recipient reports (including States receiving requirement payments under subpart 1 of part D); give information on voluntary voting system guidelines (subpart 3) and voluntary guidance (part B of subchapter III); list all Commission votes; and include any other information or recommendations it finds appropriate.
