The Commission, working with the Postal Service, must study whether the Postal Service can waive or reduce the postage for absentee ballots that voters mail back in federal general elections, except for ballots sent under section 3406 of title 39. The study must include a survey of people who would benefit, including elderly and disabled voters, and use the survey results in its findings. By the date that is 1 year after October 29, 2002, the Commission must give Congress a report with recommendations. The report must estimate costs, check if the program could work for the 2004 federal general election, suggest ways to target elderly and disabled voters, and identify ways to increase their voting. "Postal Service" means the United States Postal Service established under section 201 of title 39.
