Summary

The changes in this subchapter only start to apply after all members of the Election Assistance Commission are appointed under section 20923. If an agency agrees, the Commission may use that agency’s officers, employees, or other staff for a reasonable time to help move duties and finish the handover. From October 29, 2002 until the Commission is fully appointed, the Office of Election Administration at the Federal Election Commission keeps the powers it had on October 29, 2002. That includes work like making voluntary voting-system standards and setting procedures to certify voting systems.
