The Secretary must have the National Park Service do a thorough study (except on land run by the Secretary of Agriculture) of federal, State, and local park, parkway, and recreation programs and of lands across the country that are or could be mainly useful as parks, parkways, or recreation areas. A State must give permission before the Service studies land in that State. The Secretary must seek help from federal agencies that manage land and may work with other federal agencies, States, and local governments. The Secretary can also help States and local governments plan and coordinate park and recreation facilities. "State" means a State, the District of Columbia, Puerto Rico, Guam, and the Virgin Islands. Any 2 or more States may make agreements or compacts with each other about planning, creating, improving, and maintaining parks, parkways, or recreation areas, but those compacts only take effect after the involved State legislatures and Congress approve them.
