Money recovered for damage, loss, or harm to a System unit goes to the Secretary and can be used right away without more approval from Congress. The money may only be used to pay back cleanup and damage-assessment costs for the Secretary or other federal agencies, and to restore, replace, or buy equivalent System unit resources that were harmed and to monitor and study them. The funds cannot buy land, water, or rights in land or water unless an Appropriations Act specifically approves the purchase in advance, and any limits in the law that created the System unit still apply. Any money left after those uses must be deposited in the Treasury.
