When the Secretary learns on their own or gets a written report from a qualified scientist, historian, or archaeologist that a nationally important natural or historic landmark (like a site, building, or object) could be irreparably harmed by surface mining, including exploration or removal of minerals, the Secretary must notify the person doing the mining. The Secretary must also send a report to the Advisory Council on Historic Preservation explaining why the landmark is at risk and ask the Council for advice on other actions the United States can take to lessen or stop the damage.
