Summary

Require the Secretary to publish notice in the Federal Register and a local paper and then hold a public meeting near the affected unit when making a transportation plan. Before any project from that plan starts, the Secretary must set procedures, including public meetings, so state and local governments and the public can comment. If a project will cost more than $100,000 in any fiscal year, the Secretary must send a detailed report to the Senate Committee on Energy and Natural Resources and the House Committee on Natural Resources and wait 60 days after sending it (excluding days when either chamber is adjourned for more than 3 consecutive days) before proceeding.
