The Secretary must, as much as possible, hire private companies to do parts of the Service concession program that nonfederal workers can handle. Examples are health and safety checks, quality control, planning for big capital work, and studying rates and charges. The Secretary may also hire help to prepare financial parts of prospectuses, make system-wide maintenance and capital guidelines, and advise on annual audit plans. The Secretary should consider, with advice from the Advisory Board, outsourcing other management tasks when appropriate. Hiring outside help does not remove the Secretary’s government duties, and the Secretary keeps final authority to run and approve concession contracts and related activities under the listed authorities.
