The Secretary of the Army may study battlefields in the continental United States where United States or original 13 colonies troops fought, and make plans to mark and honor those places. Each year the Secretary must put a list and cost estimates for planned surveys into the Interior Department’s budget papers, must send Congress, through the President, a detailed annual report on progress and recommendations, and the Federal Government may not buy land for a national military park unless the Secretary first reports to Congress through the President.
