The Secretary may, at reasonable times the Secretary chooses, evaluate a National Heritage Area and send a report to the Senate Committee on Energy and Natural Resources and the House Committee on Natural Resources. The evaluation must check how well the local coordinating group is meeting the area’s purposes and its management-plan goals, review federal, State, local, Tribal, and private investments to see how they help, and look at management, partnerships, and funding to find what is needed for long-term stability. Each report must either explain ways federal funding could be reduced or phased out and how long that would take, or describe the likely effects on conservation, interpretation, and the area’s sustainability if federal funding were stopped.
