Defines the main words used in the chapter. It tells who the "Council" is, what kinds of federal agencies and lands are covered, and how "State" and "United States" are meant. "Council" means the Federal Interagency Council on Outdoor Recreation (established under section 200104). "Federal land and water management agency" means the agencies that run public lands and waters, including the National Park Service; Bureau of Land Management; U.S. Fish and Wildlife Service; Bureau of Indian Affairs; Bureau of Reclamation; Forest Service; Army Corps of Engineers; and the National Oceanic and Atmospheric Administration. "Federal recreational lands and waters" means the places defined in section 802 of the Federal Lands Recreation Enhancement Act (16 U.S.C. 6801) and also includes federal lands and waters managed by the Bureau of Indian Affairs, the Corps of Engineers, or NOAA. "State" includes Puerto Rico, Guam, American Samoa, the Virgin Islands, and the Northern Mariana Islands when the Secretary says it is practical. "United States" includes the District of Columbia and, when the Secretary says it is practical, those same territories.
