The Secretary can carry out many actions to support outdoor recreation. The Secretary can keep an up-to-date list and study of recreation places and needs, create a system to classify those resources to help manage them, give technical help and work with States, local governments, private groups, and nonprofits, and encourage interstate and regional teamwork for planning, buying, and building recreation sites. The Secretary can do and fund research and studies and share the results (including making payments without regard to the limitations of section 3324(a) and (b) of title 31 and sharing information without regard to section 3204 of title 39). The Secretary can work with schools on education programs, coordinate with other federal agencies and get their help and information (those agencies may use their own funds, with or without repayment), and accept donations of money, property, services, or facilities.
