At-risk youth recreation grant — money for programs in neighborhoods with lots of crime, especially violent crime or crimes by young people; it includes rehabilitation grants, innovation grants, and matching grants to keep successful programs running. A rehabilitation grant used this way may pay for lighting, emergency phones, or other capital security improvements in an urban park. General purpose local government — cities, counties, towns, townships, villages, other general political subdivisions, and the District of Columbia. Innovation grant — a matching grant to try new, cost-saving ways to improve neighborhood parks and recreation, not routine upkeep. Maintenance — the normal work needed to keep facilities in good repair. Private, nonprofit agency — community nonprofits that provide recreation, conservation, or education to city residents. Recovery action program grant — matching money to help local governments plan and set priorities for park and recreation recovery. Recreation area or facility — parks or buildings run by public or nonprofit groups for neighborhood use, not major commercial arenas or exhibition halls. Rehabilitation grant — matching capital money to rebuild, remodel, expand, or develop existing recreation sites, but not routine upkeep. Special purpose local government — special districts or limited local government units, including park authorities, conservation or water or sanitary districts, and school districts. State — a State or an instrumentality approved by the Governor, plus Puerto Rico, Guam, American Samoa, the Virgin Islands, and the Northern Mariana Islands.
