States and local governments may meet their share of project costs with state or local tax money, certain state grants or special state appropriations, donated land/buildings/materials, or in‑kind services like construction, planning, or technical help. Costs to develop a recovery action program count only if the local government did not get a recovery action program grant. Money from the Land and Water Conservation Fund or other federal grants (except community development block grants) cannot be used as the local match. The Secretary must encourage States and private groups to help pay as much as they can.
