Set rules and standards for which places can go on the National Register, become National Historic Landmarks, or be put on the World Heritage List. The Secretary, working with national history and archaeology groups, must create the criteria and make rules about how to nominate or remove places, handle appeals, decide if a place is eligible, and tell property owners, local governments, and the public when a place is being considered.
