The Secretary must sign a contract or cooperative agreement that lets an approved Indian tribe take over certain historic preservation duties on tribal land. The agreement can happen only if three things are true: the Secretary and tribe agree on any extra money needed; the Secretary finds the tribe’s preservation program can do the work; and the agreement spells out what duties the Secretary or State officers keep and lets the tribe’s cultural leaders, other tribes with traditional ties to the land, and the public take part.
