The Council may make cooperative agreements with any federal agency that runs a grant or assistance program to help that program better meet the goals and policies of this division. Those agreements can change how recipients are chosen or let the Council join in picking recipients, as long as the changes do not conflict with the program’s law and purpose. The Council may also review how programs are run, suggest changes to agency leaders to improve alignment with the division’s goals, and send recommendations to the President and Congress about program effectiveness, including funding levels.
