The Secretary may create and run a National Domestic Preparedness Consortium inside the Department. It includes seven training centers: the Center for Domestic Preparedness; the National Energetic Materials Research and Testing Center (New Mexico Institute of Mining and Technology); the National Center for Biomedical Research and Training (Louisiana State University); the National Emergency Response and Rescue Training Center (Texas A&M University); the National Exercise, Test, and Training Center (Nevada Test Site); the Transportation Technology Center, Inc. (Pueblo, Colorado); and the National Disaster Preparedness Training Center (University of Hawaii). The Consortium must design, test, and provide training for State, local, and tribal emergency responders. It must give on-site and mobile training for both operations and planning/management, and help other Department training partners deliver courses. Congress authorized funding for fiscal years 2008–2011. The Center for Domestic Preparedness: $57,000,000 (2008), $60,000,000 (2009), $63,000,000 (2010), $66,000,000 (2011). Each of the other six centers: $22,000,000 (2008), $23,000,000 (2009), $24,000,000 (2010), $25,500,000 (2011). The Secretary must make sure future funding for five listed entities is not less than what each received for Consortium participation in fiscal year 2007: the Center for Domestic Preparedness; the National Energetic Materials Research and Testing Center; the National Center for Biomedical Research and Training; the National Emergency Response and Rescue Training Center; and the National Exercise, Test, and Training Center.
