The Secretary must create a National Transportation Security Center of Excellence to do research, teach, and give security training to transportation workers and professionals. The Secretary will pick one listed college or university to lead and coordinate the center. That lead school will make agreements with the other listed schools and with any other institutions the Secretary adds to form a consortium. The center includes Texas Southern University; the National Transit Institute at Rutgers; Tougaloo College; the Connecticut Transportation Institute at the University of Connecticut; the Homeland Security Management Institute at Long Island University; the Mack-Blackwell National Rural Transportation Study Center at the University of Arkansas; and any others the Secretary names. As much as possible, the Secretary must include Historically Black Colleges and Universities, Hispanic-Serving Institutions, and Indian Tribally Controlled Colleges and Universities among additional members. The law authorizes $18,000,000 for each fiscal year 2008, 2009, 2010, and 2011 to support the center.
