Gives the meanings of important words used in this subchapter. Appropriate congressional committees are the Senate Committees on Commerce, Science, and Transportation; Banking, Housing, and Urban Affairs; and Homeland Security and Governmental Affairs, and the House Committees on Homeland Security and on Transportation and Infrastructure. Department means the Department of Homeland Security. Secretary means the Secretary of Homeland Security. State means any of the 50 States, the District of Columbia, Puerto Rico, the Northern Mariana Islands, the Virgin Islands, Guam, American Samoa, and any other U.S. territory or possession. Terrorism has the meaning given in section 101 of this title.
