§1133 National Strategy for Public Transportation Security

Summary

The Secretary must create and put in place a plan called the "National Strategy for Public Transportation Security" no later than 9 months after August 3, 2007. The plan must be based on earlier and ongoing security checks by the Department and the Department of Transportation and on a related law. The plan must give clear rules to reduce threats to transit and to help transit systems limit damage from terrorist attacks or big incidents. The Secretary must use existing risk assessments and talk with transit agencies, labor groups, emergency responders, public safety officials, and others. The plan must list priorities, goals, actions, schedules, and who (federal, State, local, tribal, and other partners) is responsible. It must find gaps or overlap in federal roles and set up a way to coordinate with other security plans, including the National Infrastructure Protection Plan (HSPD–7), Executive Order 13416 (Dec. 5, 2006), and the Department–DOT Memorandum of Understanding (Sept. 28, 2004) and related agreements. Up to $2,000,000 is authorized for fiscal year 2008 to carry this out.
