Summary

If a person holds a valid transportation employee ID card issued by the Secretary, that card counts as having passed the federal background check needed for a license to drive a vehicle that carries hazardous materials. States can still run their own criminal record checks on anyone applying for a license to operate a vehicle that transports hazardous materials.
