Heads of each intelligence component must, under the Secretary and following any guidance from the Director of National Intelligence, make sure information is collected, processed, analyzed, and shared effectively to support the Department’s intelligence work led by the Under Secretary for Intelligence and Analysis. That work covers homeland security information, terrorism information, weapons of mass destruction information, and national intelligence (see 50 U.S.C. 3003(5)). They must also support and carry out the Department’s intelligence mission; include the Under Secretary’s input on performance reviews, bonuses, pay changes, and other awards; work with the Under Secretary on hiring rules; consult the Under Secretary before reorganizing anything that would realign intelligence functions; ensure staff know and follow policies and the law; and perform other tasks the Secretary assigns.
